The plan lays out a set of ambitious goals, from improving sustainable forest governance and supporting livelihoods for forest-dependent communities - especially ethnic minority groups, to strengthening value-chain linkages in timber, non-timber products, and ecotourism.
By 2030, the province aims to maintain an annual average of more than 1.26 million m³ of harvested timber; ensure 100% legally sourced timber for processing and consumption; increase the value of non-timber forest products and medicinal plants by at least 1.5 times compared to 2020; and grow forest environmental service revenue by an average of 5% per year. Income from community-based and ecological tourism is expected to rise by at least 50% over 2020 levels. Workforce development is also a key priority, with ethnic minority labor expected to account for more than 50% of the forestry sector and at least 40% of workers receiving training.
To deliver these goals, Tuyen Quang will continue developing concentrated plantation zones, convert small-timber forests into large-timber forests, apply high-quality seedlings, and promote production linkages tied to processing and branding. The province will increase the supply of legally sourced timber from local plantations, expand sustainable forest management certification, and promote deeper processing to support a circular wood economy.
The plan prioritizes expanding medicinal plant cultivation - including under-canopy models, and conserving rare species such as lan kim tuyen, an orchid species known for its shimmering, glitter-like appearance, and seven-leaf ginseng (Paris polyphylla). Tuyen Quang will attract investment in medicinal material processing under value-chain models and develop branded OCOP products associated with local cultural identity.
The province will promote multi-purpose crops and livestock suited to ecological conditions in each area, expand integrated production models under forest canopies, and encourage partnerships among businesses, organizations, and local communities. Successful models will be replicated to improve economic returns per unit of land.
Tuyen Quang will roll out a series of activities related to carbon absorption and storage, greenhouse gas reduction, and the protection of landscapes and biodiversity. The province will continue the C4G project funded by CARE in Vietnam, maintain and expand forest environmental service payments, and strengthen the management and use of these revenues.
Ecotourism, nature-based tourism, and community tourism are identified as key pathways for sustainably unlocking forest ecosystem values. Tuyen Quang will implement approved development plans, encourage investment in ecotourism within special-use and protection forests, develop signature products tied to nature and local culture, and intensify tourism promotion across communication platforms.
The plan includes research on livelihood support mechanisms for communities living in special-use forests, developing sustainable non-timber product models tied to traditional culture, and enhancing biodiversity conservation in nature reserves. The province will also accelerate land and forest allocation to ensure all forest areas have legally designated management entities.
The Department of Agriculture and Environment is designated as the lead agency, responsible for coordinating, supervising, and reporting implementation progress. Relevant provincial departments - including Finance, Industry and Trade, Health, Culture-Sports and Tourism, Ethnic and Religious Affairs, Science and Technology, Foreign Affairs, and the Tuyen Quang Provincial Coordination Unit for Foreign-Funded Projects - will undertake tasks aligned with their mandates to ensure synchronized implementation.
Local authorities must prepare their own action plans, allocate budget within their capacity, and mobilize lawful resources. Agencies and localities are required to report progress regularly for consolidation and submission to the Provincial People’s Committee.
This plan represents an important step toward unlocking the multi-purpose values of forest ecosystems - advancing green growth, improving livelihoods, and promoting sustainable development in Tuyen Quang Province in the new period.
