GDP growth in 2025 estimated at 8%

The National Assembly (NA)’s Standing Committee discussed the Government’s report on the implementation of the 2025 socio-economic development plan, the proposed plan for 2026, and the results of the National Assembly’s Resolution on the 2021–2025 five-year plan, on October 15.

According to the report presented by Deputy Minister of Finance Nguyen Duc Chi, Viet Nam’s socio-economic performance in 2025 has achieved significant and comprehensive results, with all 15 key targets expected to be met or exceeded.

Macroeconomic stability has been maintained, with GDP is projected to grow by around 8%, inflation to remain near 4%, and per capita income expected to exceed 5,000 USD, marking Viet Nam’s transition into the upper-middle-income group. Positive outcomes have also been recorded in economic restructuring, the development of strategic infrastructure, and the handling of weak banks and delayed projects.

In the fields of science, technology, and innovation, Viet Nam ranks 44th out of 139 countries in the Global Innovation Index, placing third among ASEAN nations. Cultural development, social welfare, education, and public healthcare have continued to make notable progress.

For the 2021–2025 five-year plan, 22 out of 26 key targets are expected to be met or exceeded, including the full completion of all social indicators. However, the report also highlights persisting challenges in workforce quality, foundational industrial development, urban pollution, extreme weather events, and potential risks to public security and order.

Building on these results, the Government has set a GDP growth target of 10% or higher for 2026, with inflation projected at around 4.5%. The plan identifies 11 priority tasks, including promoting growth alongside macroeconomic stability, restructuring the economy, developing strategic infrastructure, building a high-quality workforce, and fostering innovation.

The NA's Committee on Economy and Finance commended the Government’s flexible and decisive management, which has produced results surpassing expectations. Nonetheless, it cautioned about potential risks to macroeconomic stability and the quality of growth.

The Committee recommended continued institutional reforms, stronger support for the private sector, and the development of new growth drivers such as digital transformation, green energy, high-tech industries, and improved efficiency in public investment.

Vice Chairman of the National Assembly Nguyen Khac Dinh emphasised that the 8% growth rate projected for 2025 represents a pivotal step reflecting Viet Nam’s strong growth ambition. This performance is supported by expansionary fiscal policy, flexible monetary management, and record public investment disbursement of 440 trillion VND.

However, to reach the 10% target in 2026, he stressed the need for prudent macroeconomic governance, effective control of inflation, public debt and credit, and to prevent overheating growth.

The NA’s Standing Committee agreed to submit the Government’s proposed 2026 socio-economic development goals, targets, and key tasks to the National Assembly for consideration and approval, marking an important step in shaping the country’s policy direction for the coming year.
